"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof..." I think they have a nice lawsuit if someone will take it up for them. As long as no one was forcing anyone to attend, I think what they were doing is perfectly legal. All that said, if you live in public housing, you have pretty much turned your life over to the government to control.
