I think there’s a halfway chance that could happen, that is, Congress will insist despite his priorities (see Smuckie Schumer), but it would be the coup de grace for his approval ratings, and perhaps his re-election chances. He already is in deep doo-doo over health care, and adding amnesty at the same time could drive him over the brink.
