There appears to have been no effort to negotiate a surrender with the suspect.

I see no problem with this policy.

It seems that the Indonesians have the proper mind-set when it comes to these matters.
I could only hope that one day we would do the same.

This no-negotiation policy, first and foremost, is intended to deter an open season on the target countries.
