  ALL Federal Gov't. statistics regarding mortality effects from smoking and secondary tobacco smoke are BASED ENTIRELY on SYSTEMS of ESTIMATION in place of HARD PROVABLE FACTS. 
 THESE INCLUDE those deaths from FOREST FIRES, FLU,
PNEUMONIA, etc. READ-THIS-RPT.GAO-03-942R where 
15,576 Flu and Pneumonia DEATHS ARE CLAIMED TO BE CAUSED BY NOT GERMS, BUT DIRECTLY BY SMOKING.
"causally linked" means "CAUSED BY".
 The GAO is a group of NON-SCIENTIFIC ESTIMATORS. 
Just by insinuation do these
"estimations" magically become "FACTS"
in the minds of those who predetermine
the results they want.

The almost certain efforts by the FDA to “regulate” cigarettes will raise the price and further limit access to them. This will be killing for states who have raised tobacco taxes as a means to balance their budgets. Already we are seeing a thriving black market for cigarettes and increasingly expensive efforts by states to fight bootlegging. I see an enormous opportunity for organized crime similar to that handed them by Prohibition.

The almost certain efforts by the FDA to “regulate” cigarettes will raise the price and further limit access to them.

To the contrary, my understanding is that one of the first things the FDA is planning, is to force a reduction in cigarette nicotine levels. As has been shown with "light" cigarettes, smokers using these to try to cut down actually end up smoking more of them to maintain their daily nicotine intake. (This was my experience as a former light cigarette smoker.)

Thus, reduced nicotine levels = more cigarette purchases = more tax revenues.

The dirty little secret to all this is that it's not about getting people to quit, it's about increasing tax revenues. The health argument is just to get dimwitted citizens to support yet another expansion of government control over our lives.

If it wasn't for the Drug Warriors from the Gum't, I'd start planting pot. I worked in tobacco as a "yute", and mj can't be as nasty to grow. Plus, it will help numb the reality of the Zero economy. The tobacco plants have to be "topped" (break off flowering tops) by hand, and I remember using turpintine and lava soap too well!
