Obama Signs Executive Order Barring Release Of His Birth Certificate I'm not sure the birth cert would come within the meaning of "presidential record." I would think such records refer to papers having to do with his work while in office.
But ya'd have to ask a lawyer. Me just a dumb observer of this thing called gummint.
