Clinton Declares The US 'Is Back' In Asia

U.S. Secretary of State Hillary Rodham Clinton arrived at a key security conference Wednesday carrying a no-nonsense message that the United States is ready to re-engage with Asia after years of neglect.

Clinton moved right into talks with Asian counterparts gathered for two days of international meetings to discuss North Korea, Myanmar and a range of other regional issues.

She said she will sign the seminal Treaty of Amity and Cooperation of the Association of Southeast Asian Nations, or ASEAN, a commitment to peacefully resolve regional disputes that already has been signed by more than a dozen countries outside the 10-nation bloc.

"The United States is back," she declared upon arrival in the Thai capital Tuesday.

And in an appearance Wednesday morning on a Thai TV talk show she said, "President Obama and I are giving great importance to this region," suggesting that the administration of former President George W. Bush neglected U.S. interests in Asia.

Evidence of the new U.S. approach, she said, is the fact that her first overseas trip, in February, was to Asia.

I may be just another citizen, but I could’ve sworn Bush’s policies in South East Asia ranged from direct aid, military aid, foreign aid, and opposition to Chinese aggression, North Korea’s nuclear development, etc.

If that’s disengagement, then what the heck is the Obama administration promising? Are we going to double what we’re already giving them?

The U.S. signing of the ASEAN treaty will be by the executive authority of Obama and does not require congressional ratification ...

Two things caught me attention.
It appears President Obama will do nothing until Iran has a workable nuclear bomb.
President Obama can sign all the treaties he wants using executive authority - other Presidents have done it - but it will not be binding until approved by 2/3 of the Senate (Art. II, Sec. 2). I have no doubt we’ll hear more about the treaty signing if it fits his personal glorification.

More on the ASEAN treaty - http://www.aseansec.org/1217.htm Take note of Art 18:

This Treaty shall be signed by the Republic of Indonesia, Malaysia, the Republic of the Philippines, the Republic of Singapore and the Kingdom of Thailand. It shall be ratified in accordance with the constitutional procedures of each signatory State. It shall be open for accession by other States in Southeast Asia.
I wasn’t aware that the USA was located in Southeast Asia.

Snort here, as the “Great Pumpkin” from the Charlie Brown programs came to mind as soon as I saw Hitlery on TV yesterday as she descended the stairway from the plane!

President Bush was well involved in Asian affairs and provided support to the democratic nations (as well as some others - Vietnam)

He insisted in six party negotiations wwith NK while her husband used only Albright and Richardson - a real disaster.

What is she talking about??
