Isn’t it likely the divorce proceeding between Lolo Soetoro and Ann Dunham would have reversed the adoption by Lolo of Barry, as far as Hawaii law is concerned, given that Barry was Ann’s natural son and not Lolo’s?
You didn't ask me, and I am NOT an expert in these matters... But if I might be permitted to chip in my 2 cents:
My understanding is that a divorce has NO legal effect upon the parent/child relationship.
My parents divorced, my mother got custody of me, but that had NO effect upon the fact that, legally, my father was still my father - regardless as to whether I was adopted or not.
Whether the child is adopted or not should have NO bearing on the matter.
After Obama Sr. permanently gave up Obama Jr. for adoption, subsequent events (like the divorce between Lolo Soetoro and Ann Dunham) should have had absolutely no effect upon his having ceded all parental rights.

Fathers of adopted children are still the legal father even after a divorce. They would still be legally required to pay child support. I had a friend that adopted his wife’s child from her first marriage. They later divorced and she told him he did not have to pay support for her first child. Ten years later the courts awarded her a $40,000 judgment for back support.
From what I understand the divorce was never completed, as Lolo Soetoro died before it could be finalized.
I would think if Soetoro did adopt him that would be separate from his marriage to Ann Dunham and would not necessarily be reversed upon divorce.
I know of a case where a father adopted his wife’s daughter when they got married, years later they divorced, and he got custody of his daughter.

No, once an adoption is final, the adoptive parent is the parent, and has full parental rights.
Myself I doubt there was any adoption, at least not in Hawaii.
