The obvious solution is to build vehicles with huge rear tires and small front tires. That way they are always going down hill. To keep them from reaching uncontrollable speeds install a generative braking system to generate electricity. The slower you drive the more power will be generated. I just can’t figure out how to transfer that electric power to the grid while the vehicle is moving. Gosh, how can I be so brilliant but be stumped by such a minor detail? I may have to call on Joe Biden for a solution.

I got the idea for this while I was contemplating Obama’s brilliant stimulus plan.

Don't forget to always stop for hitchhikers at the tops of hills, and drop them off at the bottom. You get free use of all their potential energy.

I'd like a vehicle with four motor-generators at the corners of the vehicle, with a "fifth-wheel" motor-generator that cycles opposite to the drive wheels!

When the vehicle slows, the fifth wheel speeds up. When the vehicle takes off again, the fifth wheel slows down.

When you come to a stop at a traffic-controlled intersection, you can download your extra energy the way horses used to.
