Today’s DDoS attacks spoof IP address. Also Most routers only support ACL (Access Control Lists) or 100 lines or less. Most DDoS attacks generate IP Adress lists in the thousands.
However, if we were to cut off say China until they agreed to play nice I would be happy. I suspect that would po a lot of people around the world and I doubt we have the stomach for it.

I wasn't taking about botnets that require large lists of random IP addresses. Simply entire countries. I believe countries can be denied access by simply telling the root level routers to not route the traffic originating from the particular country in question. That would also end that country feeding their bots additional instructions.
But I agree, I doubt we have the stomach for it... But if we really were under serious attack from a specific country we could and should do it.
