This sounds like it is related to the tribal politics of Somalia rather than a cell planning attacks in the US. They have been recruiting young men to go back to Somalia and fight in the tribal militias.
As long as they stay in Somalia, it isn’t that bad. Fewer angry cab drivers in the US.
