Actually, the weighting is about right — a government threat to jail you for unapproved conduct weighs much more heavily than a mere demand to write a check.

Not exactly -- BOTH states are quite Prohibitionist when it comes to recreational drugs. Neither one has had sense enough to decriminalize, let alone re-legalize. But my hopes are high that they will reverse course over the next few years.
