I’m not sure about the bolded paragraph. I think he still needs the Senate vote to make it happen.

The problem is not the card per se, but that you have a system in which one can’t even buy food unless they offer allegiance to a particular government. That’s the part that matches up with this:
“He also forced everyone, small and great, rich and poor, free and slave, to receive a mark on his right hand or on his forehead, so that no one could buy or sell unless he had the mark, which is the name of the beast or the number of his name.”—Revelation 13:16-17
The mark is real, it will come, and it will be a case where people willingly take it, knowing they are choosing to reject God. It won’t be a trick...for example, it won’t be the SSN or something similar.

Congress has been sidelined for sometime now. Congress has become ceremonial in nature. That is why they are non-responsive to the will of the people, cause they are not in control anymore.
