Sure, the rioters ought to be sued for whatever damages they can pay. But what if the cost of the damages exceeds the assets that can be liquidated from the rioters (as will inevitably be the case)? Who should pay then?
Well here’s who shouldn’t pay: non-responsible businesses which were engaged in legitimate business activities.
