Most likely it's actually true. Many flights with that many people on board have passengers with names that match the no-fly lists, and in almost all cases, it's just people who have the same name as a bad guy somewhere.
I still think that it’s a way for them to get as many kills in as possible and fly under the radar.
If it can appear that these are written off as natural disasters, they they might be hoping that we will let our guard down enough that they can get the next big one set up and pull it off.
If we knew that these were terror acts, then we’d keep our guard up and it would be more difficult to get the next one in the works.
Besides, there really is a lot of motivation for them to not claim responsibility.
One reason is that even if they do, people take it with a bit of skepticism, figuring that everyone just wants to get into the act so they might not be believed anyway.
The other is the just maybe our response to other terror attacks, (Afghanistan and Iraq) have given them enough pause to hesitate to claim responsibility, especially in light of the beating the Taliban is taking in Pakistan.
However, now that Bush is out of office, that risk has been significantly diminished.

TWA 800 cost a mint in retrofit costs and liability.
PanAm 103, a confirmed terrorist event cost what? No redesign, no liability for Boeing, no retrofit costs, no grounded 747s.
One salient difference, PanAm 103 was over land, evidence of terrorist activity was recovered.
Did PanAm 103 cause people to quit flying? No. They saw a terrorist bombing as a relatively isolated incident, unlikely to affect them.
One would think, with those names, that they were screened before take-off. Or perhaps that is too much to expect now that the war on terror is over with according to the Socialist Obama.
Imo, it blew up. The speed guage talk is just spin. It was way up in the sky when it blew up.
You can't rule anything out, but realistically it's not hard to imagine that the names could be coincidences. Just within my immediate circle of coworkers I know of three folks whose name appears on the watch list.
