The Constitution is meant to protect freedom of religion, including freedom FROM religion should that be the citizen's choice.
In Notes on Virginia (1782), Thomas Jefferson said:
The legitimate powers of government extend to such acts as are injurious to others. But it does me no injury for my neighbour to say there are twenty gods, or no god. It neither picks my pocket nor breaks my leg.
City councils have spent money on much worse, though, for absolute sure, so I wouldn't complain too loudly.
