I am quite certain that this is not the protocol, and is most unbecoming a President of the United States.

Update: See Miss Manners on the protocol. Americans do not bow to foreign monarchs because that act signified the monarch's power over his subjects.
Here is the protocol from the Queen of England's website -- which applies even to her own subjects:
"The Queen meets thousands of people each year in the UK and overseas. Before meeting Her Majesty, many people ask how they should behave. The simple answer is that there are no obligatory codes of behaviour - just courtesy.
However, many people wish to observe the traditional forms of greeting.
For men this is a neck bow (from the head only) whilst women do a small curtsy. Other people prefer simply to shake hands in the usual way.
On presentation to The Queen, the correct formal address is 'Your Majesty' and subsequently 'Ma'am'. "

There’s something profound about seeing the video.
It’s unmistakable - but one can even sense there’s an aspect to the way he so pointedly bows (way down), as if it were something he’s been waiting his whole life to do.

The president of this country bows to no one, it is just like ships that pass, the United States flag gets dipped to no other flag. That comes from the don’t tread on me times of the American revolution.

Obama has done the one thing that is virtually impossible to do: he’s disgraced the Great American People. If he wants to bow down to his own personal masters, that is a matter for him and his conscience. But he was acting in his official capacity, and what he has done is shameful.
How embarrassing.
It was not only a bow - it was a deep bow.
There are several different videos out there. The one I saw was from a Spanish report that filmed the event from Obama’s right side and not from the back, and there was absolutely no question that it was a purposeful, deep bow.
This is revolting.

Given the choice which would you more approve of?
It’s a disgrace for any American, let alone the American president, to bow before the Saudi king. But then, I don’t consider him to be a legitimate president, and have significant uncertainty over his citizenship.
