My guess is that a nascent guerrilla movement is trying to come into place. The problem for recruiting is that some volunteers will be agents infiltrated by the Chinese state. If they manage to put together the kind of organization the Communists did in defeating the Nationalists in 1949, they might have a fighting chance at keeping the flame of Tibet's existence as a captive nation alive. But even the Communists - organized as they were - needed the Japanese to kill millions of Nationalist troops during the Sino-Japanese War in order to be able to achieve victory in the post-war period. On top of that, the Chinese Communists received huge amounts of American surplus weaponry sent to them by the Soviets after WWII. The Tibetans will have only what they can buy and steal. The task ahead is truly staggering in its difficulty. I wouldn't blame the Tibetan populace from shying away from this suicidal mission. These aren't Brits they're dealing with.
