Nope. The Sacramento bureaucrats will spend every dime they can get their hands on, period. "Surpluses" will only exist if there happens to be a booming economy that they didn't see coming... and they will happily spend that surplus, and more, as soon as they can pass a law to get their hands on it.

the rate is 1 percent of 100.

That is 1 penny added to current tax.

In other words it is a 10 percent hike.

Ergo, in Santa Clara the current tax is 8.25 and new rate is 9.25.

The fallacy of Reductio ad absurdum works at both extremes.

Obviously, limits to income (free market) but no limit to taxation (socialism) is a contradiction in terms and unsustainable.
