We find that the freest state in the country is Colorado. It achieved this ranking due to its excellent fiscal policies and decent levels of regulation and paternalism. New Hampshire, Texas, South Dakota, and Idaho round out the top five. New York is the least free by a considerable margin, followed by New Jersey, Rhode Island, Maryland, and California.
