When times are tough and money is scarce, it is the duty of locally elected leaders to ask tough questions about government programs. No program should be exempt from this scrutiny, including Assembly Bill 32 (the Global Warming Solutions Act), which is one of the largest regulatory schemes ever approved by the state of California.
AB 32 will impact every citizen directly in the form of higher prices for gasoline and increased utility costs. Virtually every product and service we purchase will be impacted as businesses pass along their increased costs to consumers.
With many scientists believing that the release of greenhouse gases is at least contributing to global warming, it is understandable that many Californians believe something should be done to reduce emissions. The question is, will implementation of AB 32 have any real impact on carbon emissions?
Looking to Europe as a model, where AB 32-style regulations have been in place for several years, the results are less than encouraging. Total emissions have continued to rise each year in Europe despite a carbon credit trading scheme similar to that proposed in California.
What will AB 32 cost? Here are some examples based on the California Air Resources Boards analysis and other reports:
$11 billion per year for a Low Carbon Fuel Standard, which will result in higher gasoline and diesel costs;
11 percent increase in electricity costs;
8 percent increase in natural gas costs;
Increased costs of $50,000 for a new home to comply with new green building standards.
AB 32 will further harm businesses and families, meaning lower tax revenues for local governments and higher demand for social services.

And, as costs and taxes go up, there’s less extra money to subscribe to the Modesto Bee!
No man-made law is going to make one bit of difference in climate change. Climate change is caused by the natural activity of the sun. CA politicians think they are little gods now? They are going to legislate the activity of the sun? What a HOAX!!!!
That was never the intent. This is a law contrived only to bring about an idealogical desire to bring about socialism.
Something have to be done with the politicians. They are only good for placing burdens on the people. Of course, they vote themselves extra money to pay for their extra expense. It is time for them to go.
I'm beginning to think the idea of creating a new state, separating the left coast libs from the rest of the state, is not such a bad idea. Let all the left coasters be the only ones to suffer under their crazy taxations... they're the ones that keep voting all these wingnuts in. Mrs. Boxer's latest imagination is producing the 'tax your mileage' idea. IMAHAINGTTIA.
Will it have any effect on climate? duh
If this passes and is signed into law, that will convince me that California has the same mind set as the suicide bombers. The already have the highest foreclosure rate, highest gas taxes, highest income taxes and a host of environmental regulations that are unfriendly to business and now this. It’s nuts!
Californians need to enact a test to determine if these programs are worth the money, and jobs lost.
The Mulford-Carrell Act was (then) Gov. Reagans’ 2 nd biggest mistake, as Gov.
“With many scientists believing that the release of greenhouse gases is at least contributing to global warming, it is understandable that many Californians believe something should be done to reduce emissions. The question is, will implementation of AB 32 have any real impact on carbon emissions?”
Wrong premise and wrong question. If you accept the premise you lose the argument, and then the answer to your question is that we should do even more if AB32 isn’t enough!
I say, ignore the new law. They don’t have the budget to enforce it.
Green is the new RED
Scratch a old timer greenie and likely as not you’ll see old school CPA types.
(CPA - not taxes, communists) - it didn’t work for the old Soviet, it ain’t gonna work here.
How much more money are we going to waste on the big lye known as global warming? These lefties might as well spend money on learning how to chase a rainbow.
The way to protect the environment in California is to SHUT DOWN THOSE INDIAN CASINOS!
AB32 was signed into law in 2006
And at least 31,000 having signed a petition that its a crock of $hit!
