I agree, he will decline. Rush will launch a “campaign of shame” that will force him to stop calling out individuals the way he has.

Then Rush also gets to point out that Obama is trying to use the power of the fedgov to bully private citizens into giving up free speech.
Rush can call Obama a chicken all he wants and Obama only runs the risk of either being a bully by trying to shut him up or risks showing what a poor defender of his policies he is.
