Retired, because retired are still subject to recall at the order of the President. Some have been. One guy that was an instructor with my co-worker over a decade ago, and who retired early during the Clinton administration, was recalled to active duty, because of his *civilian* expertise. He was attached to a Kansas(??) National Guard unit and is now sitting in an air conditioned tent in the sandbox, wearing body armor.
From what I understand, they also had to let a contract to Omar the Tent maker to make him up a custom set of ACU's. :)
