Debka level hokum. The dead official was a civilian, not a “senior military” and he wasn’t in charge of satellite or so-called “strategic missile radio network” (really just stringing a bunch of important sounding words together). Strategic nuclear forces in China are under the sole purview of the 2nd artillery corps and answer directly to the CMC and not to the State Council which the Ministry of Industry and Information Technology is a part of.
Zhang Shengli was the equivalent of a department head at the FCC. This is just black helicopter nonsense.

I am not sure if so-called 2nd artillery controls all satellite infrastructure and communication network. If a person in a sensitive post dies, people take notice. Because sometimes a man officially with boring bureaucratic title actually does an important task.

So-called 2nd artillery?
Thats the thing, Zhang Sheng Li wasn’t in a sensitive post. The radio administration bureau’s duty is to register radio broadcast stations and allocate frequencies for use by radio, tv, cell phones, etc.
