I'm thinking that each car on that WET highway is producing a smallish rainbow.

It would be viewable from each succeeding car, just as this one picture taken from the passenger seat.

Each is sending up a 15-foot spray just like the spray from a garden hose (but more powerful) that produces a small rainbow depending on the angle of the sun.

Could be a photoshop, but the end of that rainbow could also be ¼-mile behind that residence.

I've actually seen this happen before. It was in the Mojave desert in Calif about 15 years ago. The end of this rainbow was much larger then the one that is pictured here. It was extremely bright at the end leading into the ground. It was only about a quarter of a mile away.

Really a phenomenal sight to see.

My wife and I saw one in Colorado, while traveling through the town of Virginia Dale (which is a magical place all it’s own!).

Very awesome.

(Did not have a camera with me at the time. Most unfortunately.)

No photoshop. We were driving through a rainstorm but the sun was shining at the same time through the edge of the clouds. We were so amazed we pulled off on an offramp and sat there watching it for about ten minutes. It was really, really bright yellow and amber at the very bottom, and very large.

Awesome!

We drove through the end of a rainbow circa 1970 heading east on H1 expressway near Honolulu. It looked just like that. The photo is real alright.

I saw a triple rainbow once in the Yukon Territory. It was so cool, magnificent...bright, shimmering.

When you're on the ocean most full rainbows have both ends visible and they usually have the bright splash of 'gold' at their ends. (think fiber optic cable)    Anytime you are between the sun (visible sunlight) and water drops/mist with the sun below about a 45% angle you will see a rainbow.  You'll also find the center of the arc to be in exact alignment with your shadow, or more specifically the shadow of your head.

No two people will see the exact same rainbow either as it is based upon your position between the sun and the droplets.
