Each "box" of ammo will carry a unique lot number that is registered to you, the buyer. Each round is charged a 5 cent tax. You will be required to destroy or surrender any non-serialized ammo in your possession by a certain date. The "bill" is already floating around the legislatures of 12 states.

I expect a black market in serialized, unregistered ammo. Further, I expect law suits when ammo registered to one person is used to commit a crime by another person. Either way, the "registration" raises the probability of a false accusation.
