Argentines are worse scammers than the Nigerians, they only do it with a latino accent. They truly believe that they are entitled to whatever is closest to them, including little things like...oh say...Uruguay and Paraguay.
I've had Argentine employees for the past seven years, and they are some of the finest and most professional people I've had the privilege to be associated with. We in the US could learn a thing or two or three from the wonderful people of Argentina.
I have no doubt that scumbags can be found everywhere, but your generalization does a grave injustice to some very decent people.
