It's the carrier-based organic air cover.
The deciding capability that allowed Thatcher to retake the Falklands were the radar-equipped Sea Harrier FR.1s based aboard Invincible and Hermes. With the retirement of the Shar FA.2s (which carried AIM-120s and were amongst the most effective fighters on the planet) the RN carrier fleet now lacks that capability completely, sharing non-radar Harrier GR.7s and .9s with the RAF. There are no plans, zero, to upgrade some of the RAF/RN Joint Force Harrier Harriers with radar, as with some of their AV-8B cousins in service with the USMC, Spanish and Italian Navy air arms.
