It isn't cojones that would make Zero think he could get away with it. He's not smart enough to figure out how badly this could backfire. He thinks he's got a mandate and that us rubes will just shake our little fists and do nothing.

Plus ACORN budget is in the tens of millions? How could they handle billions. I think La Raza also has grandiose dreams of getting millions from Feds for doing mortgage counseling and creation for Hispanics
