However, oath or not, he’s the President as of noon yesterday.

The president-elect becomes President at noon, but until the oath is taken, he cannot execute the office:

Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation: — "I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."

THe Chief Justice swears in both the Prez and VP elect before the ‘public’ ceremony. As they have for years and years.

So, between noon and 12:05, who was doing the executing of presidential business? I suppose that would be the continuing Speaker of the House, right? Are there any executive orders signed by Nancy Pelosi? Where was she for those few minutes?
