The houses served their purpose. They lasted long enough for the photo-ops.
While I generally have disdain for anything remotely tied to Jimmy Carter... This story begs some questions:
First - how much of the current condition of this housing is related to the “quality” of construction?
Second - How much of the current condition is related to the inhabitants?
While I would love to blame the Hollyweird and Carter for the trouble - I strongly suspect there is plenty of blame to go around to those who live in that housing....
cockroaches? I wonder if they mean those nasty flying cockroaches so prevalent in the south. Those things are like Stukas on steroids.

It is not just about mainenance. It is also about proper use. If you ever had renter, you know what I mean. Like they think a “garbage disposal” is a machine that can grind up anything.
They also think that anything that fits into a toilet or bathroom sink drain will go down if you stuff it in hard enough.
Some think you get cooler by leaving the refrigerator door open.
Some think that solid wood is solid like an anvil and use it thus.
Also when moving furniture, forcing it through a door is the best way and dragging it on the floor is okay too.
And especially they believe that “kids will be kids”
And when the furnace filter gets dirty, throwing it away will restore air flow without the cost of buying a replacement.

I think if you run a condo association and you fail to reserve enough money for repairs via the condo fees, you can go to jail.
Frankly, the owners need to contribute to a reserve fund for maintenance. Normal homeowners usually do this, but these people are not normal homeowners.

They meant well and, therefore, met all requirements.
Apparently the current occupants also have something to do with the deterioration. But I also do volunteer work and around here the corporate world requires “community involvement” has part of your job description. There is no way that I would have these “volunteers” step foot in my house.

In 8 years? I can’t imagine a house in 8 years getting so bad that mildew and mold causes skin rashes. Even if NO maintenance were done.
Now the cockroaches have NOTHING to do with how they were built. That’s just people not caring about extermination.
