The Franklin County sheriff's office said the driver's unofficial Ohio ID card identified him as Baltazar, and gave his address as 807 Derrer Rd.

What exactly is an "unofficial Ohio ID card"? I thought ID cards were official state documents. Perhaps the reporter was trying to use more politically correct language to say it was a forged ID card. Or perhaps she was implying that he didnt' have a drivers license but only an ID card.
