Bush's supposed republican allies in congress weren't even getting his lower federal court appointments through even though they were the majority party at the time. Bush nominates Miers and all of the sudden the conservatives wake up and want to get in the “game”. Bush then concedes to them his “throw away hand” then runs the table with two of most conservative nominees in decades without getting “Borked” and compromised like Reagan did.
