Baloney. Aquinas and Augustine conjectured, there was no definitive "policy". Also, from the first century the Church has always taught that abortion is a grave sin.

The bishops have undermined their teaching authority by not using it, and the result is that erroneous, highly self-interested “teachings” are spreading throughout the Church and providing cover for the evil and deceiving the simple.
