India's has accused "elements inside Pakistan" of orchestrating the late November terrorist attacks on high-profile targets in Mumbai. While such accusations often follow attacks inside India, the scale of these attacks put them in a new category. Daniel Markey, a CFR Senior Fellow, was until last year a South Asia expert on the State Department's Policy Planning Staff. He says India's accusations may be based on hard evidence, but cautions that Pakistan's government may be unable to control the "Frankenstein's monster" it created when it helped train terrorists to infiltrate and fight against Indian rule in the disputed Kashmir region. "These groups have developed an independent capacity to raise resources and an independent capacity to plan and prosecute operations in Afghanistan, in India, and, unfortunately for Pakistanis, increasingly within Pakistan."
It appears that any time there's an incident like this in India, particularly an incident involving Muslims in India, the government immediately points its finger to Pakistan and often to the area administered by India in Kashmir. How much of this is based on actual evidence and how much just seems to be a reaction that India has to any of these type of incidents?
I think any reporting that you get out of India on these kinds of events that comes out within the first few hours is almost certainly not related to some sort of actual data or evidence. It's only through the evidence that they get maybe out of interrogationsthis one individual that they actually were able to arrest and presumably interrogate at great length alreadythat's when you start to realize that they might actually have a sense as to what's really going on. Even then, Lashkar-e-Taiba and Jaish-e-Muhammad are groups that are always named every single time something goes wrong

India has proof ISI trained Mumbai attackers: Sources

India has proof that the Pakistans intelligence agency ISI was behind the deadly Mumbai attacks. Sources have told NDTV that ISI trained the attackers.
The names of trainers and the places where meticulous training took place are also known to the government, the sources said.
The United States is believed to have even more evidence some of which it has shared with India, they said.
The US has told Pakistan that they have proof of terrorist outfit Lashkar-e-Taibas role and sought the arrest of its chief Hafeez Sayeed.
Sources added it is hard to imagine that Pakistan army was not aware of Mumbai attack plan. They say Pakistan President Asif Ali Zardari is not fully in control and the ISI and army are calling the shots
The deadly attacks on Indias financial capital left 178, including several foreigners, dead.
Chairman of US Joint Chiefs of Staff Admiral Mike Mullen, who was in Pakistan on Wednesday, is believed to have told his Pakistani interlocutors that Washington had enough evidence to show a Pakistani hand in the attack, the sources said. (With PTI input)
Captured Mumbai Lashkar e Taiba terror commando Mohammed Ajmal Amir Qasab told police in a videotaped confession on the night of his arrest that he turned to violence in part because his impoverished family was promised almost $4000 US dollars if his attack succeeded.
"We were told that our big brother India is so rich and we are dying of poverty and hunger. My father sells dahi wada on a stall in Lahore and we did not even get enough food to eat from his earnings. I was promised that once they knew that I was successful in my operation, they would give Rs 1,50,000 [almost USD 4,000] to my family)," said Qasab.
He also naively begged police to not reveal he had survived since Lashkar e Taiba had sent him to die,and if it was revealed he had survived, he later would be killed by other members of his terrorist organization.
"Please do not tell anyone that I am caught alive otherwise they will kill me. They had told us that they would shoot us even if we returned to Pakistan," Asian Age reported.
According to Asian Age newspaper in Mumbai, Qasab also told authorities that he and the other nine members of his attack squad all carried student identification cards in an effort to hoodwink authorities should they have been stopped enroute to their targets in Mumbai. And he shocked police by his readiness to switch loyalities now that he was caught.
"If you give me regular meals and money I will do the same that I did for them," he said.
