Wasn’t there a group in Philadelphia some years ago who all went by the surname Africa? IIRC police were called in and when the tear gas went off a bunch of buildings burned. Sounds like the same MO.
The group was/is called MOVE. Ed Rizzo tried to run them out of town, they took some shots at the Fire Department when the responded to the situation. A Few years later the city of brotherly love had an AA Mayor who took them on again. This time they dropped a “bomb” from a police helicopter, it caught the block on fire, and the FD decided to sit out of range and watch it burn. All told several city blocks were lost due to unintended consequences, but that is now buried history.
