Antony warns of airborne terror threats, calls for alert

With India’s coastal security already breached by terrorists in Mumbai, Defence Minister A K Antony on Wednesday warned the armed forces of possible terror attacks from airborne platforms similar to the 9/11 attacks in the US.
Antony asked them to be prepared to counter the threat of terrorists from the air and prevent a repeat of World Trade Centre-type of attacks carried out by the Al-Qaida. At a meeting with the three Services chief and Defence officials, Antony called for greater coordination among all security and intelligence agencies so as to make the intelligence inputs actionable. The meeting, attended by Navy chief Admiral Sureesh Mehta, Air Chief Marshal Fali Homi Major and Army chief General Deepak Kapoor and Defence Secretary Vijay Singh, also reviewed the situation along the Line of Control (LoC) with Pakistan in the wake of reports that its army was on a “high alert” following the Mumbai terror attacks.
Antony, sources said, worked out measures with the armed forces for tightening security and vigil along the LoC to prevent infiltration of terrorists through the land route, as “Pakistan Occupied Kashmir (PoK) is known to be an important area for recruitment and training of terrorists.” The top defence brass discussed plans for beefing up coastal security and hastening acquisition process for systems and platforms including coastal radars and interceptor boats.
Of particular concern expressed at the meeting was the intelligence warning that airports around the country could be targets of terrorists, forcing the Bureau of Civil Aviation Security to issue a red alert to secure all important airports, sources added. Reacting to the alert, Air Chief Marshal Fali H Major has said that India is ready for countering any unconventional air attack that may threaten its security. He was speaking at Amar Jawan Jyoti at India Gate while paying homage to martyrs on the occasion of Navy Day on Thursday.

The Department of State warns U.S. citizens that there is a high threat of terrorism throughout India, and advises U.S. citizens traveling to or already in India to maintain a high level of vigilance and to take appropriate steps to increase their security awareness, especially during the end-of-year holidays until Indias Republic Day, January 26. This Travel Alert expires on January 31, 2009 and replaces that issued on December 4 to provide updated information regarding the security situation.
The November 26 terrorist attack in Mumbai was carried out at venues frequented by Americans. That attack killed 170 persons (including six Americans and 16 other non-Indians) and injured 300. Future attacks may also target public places frequented by Westerners, including in large cities and tourist areas. India press reports that the State government in Goa has warned against beach parties and large gatherings on beaches and open spaces between December 23 and January 5.
The U.S. Mission is concerned that increased political tension between Pakistan and India may further complicate travel in areas near their already-sensitive border. In addition, the Department of Defense has increased its security requirements for all its employees visiting India.
Because of the number and diversity of terror attacks in India during the past two years, Americans in India should be vigilant about security at all times. They should monitor local news, vary their routes and times, and consider the level of security when visiting public places, such as religious sites, hotels, restaurants, or entertainment and recreation venues. U.S. citizens should keep a low profile, avoid crowds and demonstrations, and maintain valid travel documents. Finally, travelers should plan on added time to account for increased security, especially at hotels and airports.
For the latest security information, Americans traveling abroad should regularly monitor the Department’s Internet web site at http://travel.state.gov where the current Worldwide Caution, Travel Warnings, and Travel Alerts can be found. Up-to-date information on security can also be obtained by calling 1-888-407-4747 toll free in the United States and Canada or, for callers outside the United States and Canada, a regular toll line at 1-202-501-4444. Several govt sites hacked
Excerpts from Pakistan Observer article.
IslamabadUnidentified hackers on Friday hacked several Pakistan government sites including web sites and posted messages of their own.
The sites which were hacked included www.pak.gov.pk; www.infopak.gov.pk and www.pakistan.gov.pk. The FIAs Cyber Crime Cell was unable to restore the hacked sites by Friday night by the time of our going to press.
The hackers which called themselves as Pak Bugs posted the following messages on the hacked web sites: Happy Independence Day and We dont need an intro, you guys already know us.
The Pak Bugs group also remained engaged with Indian hackers in an India-Pakistan cyber-war soon after Mumbai and forced the Indians to reach an accord in November 2008 pledging not to hack each others sites. Soon after the Mumbai attack Indian hackers had hacked dozens of Pakistani sites and in response Pak Bugs hacked over three dozen Indian sites.

SNIPPET: New Delhi: The two terror suspects arrested in the US for plotting to strike targets in Denmark and India spent significant time in Mumbai before the 26/11 attacks, authoritative sources have told DNA. While one of them operated a visa agency in Mumbai for almost two years until the latter part of 2008, the other suspect spent 10 days in the city just days before the terror strike last November.
SNIPPET: According to available information, David Coleman Headley, the Pakistan-born US citizen and one of the two arrested, ran a visa facilitation agency in Mumbai between November 2006, and July 2008. The firm, named Immigrant Law Centre, was run from AC Market, Tardeo in Mumbai.
Officially, the firm was helping unskilled and semi-skilled people to get visas for the US and Canada.

SNIPPET: Okay this article is about David Headleys possible involvement with the Mumbai attacks, which is fascinating enough in itself. However, I am having kittens for another reason. When I saw his charge sheet and the mentions of senior LeT operatives known to the US, I straight away had a very good idea about who they were talking about because I lived and breathed LeT in my former work. The Willy Brigitte/ Faheem Lodhi case we had here blew open the doors on the LeTs international network. Then there was the Virginia paintball crew and several jobs in the UK, all of which (including the Brigitte job) tied into each other via the same few LeT quartermasters and their controller, Sajid Mir and his superiors who head the LeTs external/international wing.
SNIPPET: Oh two things. For those who go searching there are two Sajid Mirs who show up, one is Professor Sajid Mir the Amir of Markaz Jamiat Ahlehadith in Pakistan, this is *not* LeT Sajid Mir.
Second, LeT recycles aliases too, so if you are searching and come across the name Muzamil Bhat for example, that gets recycled. And then, to add to the fun, it also gets confused in some reporting with Muzamil Bhai, which means Brother Muzamil.

SNIPPET: NEW DELHI: Less than a week before 10 Lashkar-e-Taiba operatives executed at least 173 people in Mumbai last November, David Coleman Headley checked out of a nondescript guest house near Chhatrapati Shivaji Terminus and caught a flight home.
His friends in the U.S., more likely than not, would have complimented him on his fortunate escape.
Now, there is mounting suspicion among the Mumbai Police investigators that Headley may have helped facilitate the Mumbai massacre by carrying out pre-attack reconnaissance in the city.
Last month, the Federal Bureau of Investigations charged Headley born Dawood Gilani in Pakistan and his associate Tahawwur Husain Rana, with plotting terrorist attacks in Denmark and India. Headley, Mumbai Police investigators say, visited Mumbai at least five times between 2006 and 2009, claiming to work for the Immigration Law Centre a concern run from Mumbais Tardeo area.
Mumbai Police investigators suspect the concern may have been used to secure passports and visas for Lashkar recruits to travel to Pakistan through west Asia. Because of his apparently western name, Headley had succeeded in obtaining a long-term business visa and faced no scrutiny from authorities.
Rana, a Pakistan-born Canadian national, also visited New Delhi and Mumbai in April, 2009 possibly, investigators suspect, to liaise with operatives of a still-active Lashkar cell.
Transcontinental Network prosecutors in the U. S. have so far refused to publicly identify the Lashkar commanders who handled Headley and Rana.
But a credible Washington, D.C., based source familiar with the LeT has told The Hindu that one of two men held by authorities in Pakistan in connection with the arrests, at the FBIs request, is Sajid Mir a Lahore-based commander responsible for handling the jihadist organisations networks in Europe and the U.S.
SNIPPET: Fidayeen assault-squad
Indias intelligence services have long suspected Mir put together key elements of the Mumbai attack plan, like making payments for the voice-over-internet accounts used to communicate with the fidayeen assault-squad through Barcelona-based Lashkar covert operative Javed Iqbal.
Pakistani authorities have charged Sheikhupura resident Abdul Wajid with organising these transactions for the Lashkar under the code-name Zarar Shah. However, Pakistan has refused to allow the FBI access to Wajid, raising suspicions that he may in fact be a relatively low-level operative.
SNIPPET: Other key Pakistan-based participants in the Mumbai attacks, like military commander Muzammil Bhat and the still-unidentified Abu al-Qama, are yet to be held.
It seems probable Mirs U.S.-Europe networks had at least something to do with funding Headleys operations. Documents filed by the FBI in a Chicago court show that although Headley claimed to represent an immigration firm, he had no ostensible source of income. None the less, he travelled abroad extensively.

Indian Government Officials Provided Access to Terror Defendant David Headley
As part of the cooperation and partnership between the United States and India in the fight against international terrorism, Indian law enforcement officials were provided direct access to interview David Coleman Headley, the Justice Department announced today.
Mr. Headley and his counsel agreed to the meetings and Headley answered the Indian investigators questions over the course of seven days of interviews. There were no restrictions on the questions posed by Indian investigators. To protect the confidentiality of the investigations being conducted by both India and the United States, both countries have agreed not to disclose the contents of the interviews.
Headley pleaded guilty on March 18, 2010 in the Northern District of Illinois to 12 federal terrorism charges, admitting that he participated in planning the November 2008 terrorist attacks in Mumbai, India, as well as later planning to attack a Danish newspaper.

Headley spills beans on Indian contacts
SNIPPET: NEW DELHI: Pakistani-American terrorist David Headley has confirmed that Lashkar-e-Taiba terrorists carried out the Mumbai attack under the guidance of Pakistans ISI.
Headley, who is being interrogated in the US by a team of NIA officials, has said that the notorious ISI was engaged with the Lashkar commanders responsible for the 26/11 carnage at each and every stage of the plot.
The account of the terrorist, who receed targets for Lashkar terrorists across the country, corroborates Indias stand about the involvement of Pakistani state actors in terrorism, trains the spotlight on LeT-ISI tandem, and explains Pakistans unwillingness to clamp down on the Lashkar leadership.
Headley has mentioned serving officers of Pakistan army Major Sameer Ali, Major Iqbal and Major Haroon as those who collaborated with the Lashkar terrorists. Major Sameer and Major Iqbal figured in the dossier India gave to Pakistani foreign secretary Salman Bashir.

But Kashmiri remains free in South Asia and in control of a renowned Al Qaeda terror cell called the 313 Brigade, in large part due to support from rogue elements tied to the Pakistani military and intelligence services.

Interpol notice against 2 Pak Army majors in 26/11 case
NEW DELHI: National Investigation Agency (NIA) has secured an Interpol Red Corner Notice against five accused persons, including two serving Pakistani Army majors, for their alleged role in the Mumbai terror strike of 2008.
The Interpol issued the Red Corner Notice after securing a non-bailable warrant from the court Additional Sessions Judge here.
The warrants were issued on the basis of disclosures made by American national and Lashker-e-Taiba terrorist David Headley, who was extensively questioned by the NIA officials in June this year.
The Red Corner Notice has been issued against Major Sameer Ali, and Major Iqbal, both serving in the Pakistani Army, Illyas Kashmiri, an LeT terrorist, Sajid Majid and Syed Abdur Rehman Hashim.
The security agencies have already secured Red Corner notice against Lashkers founder Hafeez Sayeed and his close aide Zaki-ur-Rehman Lakhvi in connection with the 26/11 attacks that left over 160 people dead.
These people, according to NIA officials, had worked in close coordination with Headly in executing the nefarious plans of the Lashker for carrying out terror strikes in Mumbai.
