Well, their idiot attorneys should have told them that they had a weak case, they could lose it, and if they lost it they would be bankrupt. Then the city managers, council, etc. would be personally liable for breach of fiduciary responsibility to the community for failing to head sound legal advice, and therefore could be personally liable.
OTOH their idiot attorneys could have been environmental attorneys and so advised them to take a stand.
I am guessing that they are clueless idiots all around.

I couldn't tell if you meant they were idiots for losing what you thought was a strong case or they were idiots for taking what you thought a weak case.
Frankly, I don't think it's either. I think it is a mutual relationship of assumed entitlement between the attorneys and their political benefactors to screw the property owner "on behalf of the people" (aka whoever is paying the latter campaign money) without any thought to either the cost or even the remotest possibility that they could lose. Hence, I don't think it a matter of stupidity but selective blindness out of the habit of routine bullying and intimidation.
