That's for show. If he can do a little "surge" then claim he's killed Osama, then he can oficially declare the war on terror completed and proceed with the process of dismantling our defenses.
I think the Left are calling for Hussein to remove all troops from Afghanistan and Iraq by Christmas.

Keeping in mind that they define “peace” as “being in submission to Islam”, then they’re probably right with respect to Obama.
Obama, in an indirect reference to terrorists, has said that the United States would defeat them. To those who tear the world down, we will defeat you, Obama said in his victory speech in Chicago.
