Simple arithmetic holds that if one-third of earners don’t pay income tax, it’s impossible to cut taxes for 95 percent of earners.

I have heard Obama people say that the 95 percent of earners includes people paying payroll taxes, and therefore it is mathematically possible.

I'm not sure if they are telling the whole story. Can someone shed more light on ths?

The top 1% pay 40% of all income taxes.
The top 5% pay 60% of all income taxes.
The top 10% pay 71% of all income taxes.
The top 25% pay 86% of all income taxes.
The top 50% pay 97% of all income taxes.
The bottom 50% only pay 3% of income taxes.

Payroll taxes are matched by the employer, but the employee is the only one to receive a possible eventual payout ( social security, medicare...).

BHO’s future rebates and wealth sharing would come from the above and not the payroll taxes.
