Most of their aircraft are Korean war and 1960’s vintage, such as the MiG-21 mentioned. having said that, there is only about 30km from the DMZ to Seoul. They have artillery ranged in.

This would be either (1) to show S. Korea and China that they are not welcome should their military try to move in for whatever reasons, or (2) to spook local population or troops to stay put and not entertain any funny ideas.
