Yep, mandatory began on Sunday and many left before that. Actually the northbound roadways were not that congested this time as best I could tell from reports. I-10 was a bottle neck over in the Anahuac area due to the construction area and they turned Hwy 90 and 105 north at Hwy 146 into Livingston. But they finally stopped that and let people continue on West once it was determined that Houston wasn’t going to evacuate.
They had a lot of emergency people/equipment in the area by Thursday and Friday [buses, ambulances, planes, National Guard, fuel stations set up for them and they begin to roll and was done in an orderly manner [nursing homes, hospitals, special needs people, etc.]

WGNO: Guy from the EOC says overtopping, not breached yet ... seepage reports unconfirmed. Deputies on scene say overtopping. Sounds like Nungasser(?) went Geraldo about 30 mins ago, calling for everyone to evac. EOC guy now equivocates, says it is NOT under control.

The reason I posted the chart was to give a basis for opinions that will be subsequently floated concerning Ike's debutante entrance into GoM through the Florida Straights on 080909. Without doubt things'll homogenise across the region by then. By then the entire area will be roan.
Roan color = >88o F.
My thinking is that Ike'll enter GoM as a nasty TD (or wimpy TS, whichever you prefer to call 'im). And from now until then, Ike'll maintain virtually unaltered due W course.
Don't bump into Ike and we hope Hannah doesn't bump into us!!
Plaquemines Parish levee overtopped, subdivision threatened by Andrew Vanacore, The Times-PicayuneMonday September 01, 2008, 4:43 PMSt. Bernard Parish firefighters and sheriff's deputies are rolling to a levee overtopping in Braithwaite in Plaquemines Parish. Plaquemines Parish workers have been trying to bolster the levee along the Clearwater Canal that is being overtopped by floodwaters that threaten the Braithwaite Park subdivision.
Plaquemines Parish workers have been furiously working on the levee since mid afternoon. The levee has nbot breached, but authorities are not hopeful.
"We don't think our efforts are going to be successful so we need to get everyone out now,'' Parish President Billy Nungesser said.
Meanwhile, St. Bernard Parish is sending firefighters, deputies and other workers to the area to help with the efforts.
The canal is on the east bank of the parish. The subdivision is located off Louisiana 39.
Officials said the same levee is also being overtopped further south at Scarsdale.
