Spiegel: OSCE observers fault Georgians in conflict

Hamburg - European observers have faulted Georgia in this month's Caucasus conflict, saying it made elaborate plans to seize South Ossetia, according to the German news magazine Der Spiegel on Saturday.

In a report to appear in its Monday edition, it said officials of the Organization for Security and Cooperation in Europe (OSCE) had said acts by the Georgian government had contributed to the outbreak of the crisis with Russia.

Spiegel said OSCE military observers in the Caucasus had described preparations by Georgia to move into South Ossetia.

The onslaught had begun before Russian armoured vehicles entered a southbound tunnel under the Caucasus Mountains to South Ossetia.

It said the OSCE report also described suspected war crimes by the Georgians, including the Georgians ordering attacks on sleeping South Ossetian civilians.

HELSINKI, 26 August 2008 - The OSCE Chairman-in-Office, Finnish Foreign Minister Alexander Stubb, today condemned the decision by Russia to recognize the independence of the breakaway Georgian regions of South Ossetia and Abkhazia.

“The recognition of independence for South Ossetia and Abkhazia violates fundamental OSCE principles. As all OSCE participating States, Russia is committed to respecting the sovereignty and territorial integrity of others.”

“Russia should follow OSCE principles by respecting the territorial integrity and sovereignty of Georgia. Russia should immediately withdraw all troops from Georgia and implement the ceasefire agreement, including the modalities defined in the 16 August letter of French President Nicolas Sarkozy. The international community cannot accept unilaterally established buffer zones,” said Stubb.

The OSCE will continue to monitor the implementation of the ceasefire agreement. It stands ready to further assist in stabilizing the situation.

So, according to OSCE, South Ossetia was either (a) a province of Russia, or (b) an independent, sovereign state? Funny, I thought that Ossetia was an integral part of the sovereign state of Georgia that was in a state of near-open rebellion, that Georgia had a clear right and need to restore to civil order.
