Wasn’t there an episode of “The Simpsons” where the town of Springfield levied a leaving town tax on a film production company? Of course, this would be MORE cartoonish than any episod of The Simpsons....
Dunno about that but there was a Little Lulu comic book back circa 1949-50 where Lulu tells Alvin a story about a spendthrift King who comes up with the idea of putting a tax on taxes; "and taxes on taxes on taxes! And taxes on taxes on taxes on taxes!" At the end, he's taken away by the men in white coats.
Of course, that was in the Old America.
