West's solution suggestions:

1. Take a Regional approach to the issue. Florida is not the only state to suffer catastrophic losses in a storm. 2. Have insurance companies pool resources across state lines to minimize risk and increase coverage options. 3. Allow tax credits to cover catastrophic repairs beyond insurance payouts. 4. Continue to refine the process in later phases – but get workable solutions on the table now!

I think these are reasonable and practical approaches.

Yes, but this is his "interim course of action" and he clearly implies that he thinks federal legislation to "bring much needed relief to Florida homeowners and their families" is the long term solution.
