The first one, borrowing against the lottery. What a farce. The lottery approved to use funds raised for the schools. The Governor at the time took the amount of money given to the schools from the lottery OUT of the schools budget so they did not benifit at all. And the governor's proposal on the lottery is not just about borrowing against the existing program but allows for a huge increase in lottery activities.
Did ya catch Arnie's sales pitch yesterday on his proposal?
He insisted his lottery proposal was not borrowing. "Borrowing means that you have to pay back. But this is a gift from the future," he said.

I know what you mean. I'd like to sell that one to a mortgage company. I can argue my investment income is a gift from the future and if they're so stupid as to give it to Red Arnold, they should give it to me as well.

What I really like about these geniuses is they're willing to pay back interest that will cost California more than real budget cuts would! California officialdom needs a refresher course in Economics 101. Don't borrow against what you don't have!
