Hate to be the bearer of bad tidings, but the Chicago PD is corrupt, from top to bottom and side to side. You get on the force because you pay off your alderman, and it never gets any better. You can retire comfortably, as long as you only work in cash, and donate to you ward committeemen.

Jody Weis is the replacement for the chief who resigned after the SOS scandal, and is already under investigation. A traffic ticket will go away for $100, clipped to the driver's license. Little Dickie does "control" crime, in-so-far as he says who gets what spoils, and has the clout to authorize or kill some new scheme, or sign off on some payoff. Ultimately, however, Daley must answer to the Old Made Guys in Elmwood Park, and Oak Lawn, who own the Unions, such as the FOP, State workers, City workers, Water, and Streets and Sanitation locals.

Now, Daley must, thru his South Side aldermen, deal with the Hyde Park living heads of the Insane Unknowns, the Clown Posse, the Black Panthers, and the smaller local gangs that serve as minor league street soldiers, who also have to be stroked, along with the black churches who need "community grants".

I would say these are the ones who are causing the trouble, since Dickie has to keep a low profile until Obama gets elected, and he has a whole country to rape. Meanwhile, the church leaders aren't getting grant money, to buy the street gangs.

Daley also has to make sure that the Realtors, and lenders can pillage and plunder without any worries, and anyone caught by the Downstate Feds will be a standup guy. They know that if he rolls over, his parents and family will get handed over to whoever replaced Mad Sam DeStephano, the guy that hung Action Jackson on a meat hook for three days. It's why Rezko is staying quiet. He DOES NOT want to get peronal with whoever moved into Tony The Ant's slot. After all, EVERYONE is Dirty, even his Senator...
