Wouldn't that be a way to shoot off one's, er, parts? No, that is the way that the great John Moses Browning designed the weapon to be carried. The way that it has been carried, safely by competent users, for over 97 years since it was developed in 1911. The way that I carry mine everyday.

Cocked and locked is a term that describes carrying a Colt Model 1911 pistol cocked (obvious from the first word) and locked or with the safety on. A properly maintained gun won't fire with the safety on, so it's a fairly safe way to carry the gun IF you know how to handle the firearm properly.
It's pretty eye catching to see someone with a cocked pistol on their hip, which is why I say liberals would get their knickers in a twist over it. They tend to be histrionic anyway; guns really get their juices flowing.
