The plans that they are referring to is the W88 design that Wen Ho Li downloaded. We can thank Hazel Oleary and Clinton for making them available in some hairbrained Kumbaya scheme that reads that the world will be safer if all the superpowers have equivalent ability to kill each other so nobody would hit the button.
