They are trying to intimidate the people and steal the election run-off later this month.

I'd say that dispels any doubts that it exists. Now, what will the U.S. do about the mistreatment of its diplomats? This can't go unpunished or it will happen again.

And that's exactly what he'd want to do, the fool. Part of the childlike mentality of the Democrats is their absolute belief that the proper response to an act of war is to negotiate with the enemy.
