She's supposed to be going to school, playing sports or doing academic extracurriculars, or doing her homework or her chores or spending time with her family.

Dad has to have some responsibility here too. Sexual acting out by young girls often is the result of...other stuff...going on at home. Dad might have a lot of responsibility here.
